Everything I describe to be possible is public record and openly acknowledged. It is stated in official documents from the US government and army that have been released, dating back as far as 1972. The United Nations have on their website a list of the specifications of all Directed Energy weapons against humans. Scientific publications and the WHO describe the effects electromagnetic radiation in high doses has on the body. The US Congress says ELF is a weapon system. A neurologist called Giordano who works for the American army and the European Brain Project functions as a herald. He sheds light on the possibilities nanobots have, their weaponization and what can be done through a Brain Computer Interface: reading minds and affecting changes in somebody else's body and mind in real time, live.

1976, with references to earlier documents from 1974 en 1972. Extensive research concerning the effects high frequency electromagnetic radiation has on the body's heart, nervous and reproductive system, breathing and much more has been tested on humans and human embryos. 2002, from the Airforce. Testing of the pain threshold in humans of the effect of radiofrequency millimeter waves, MMW. 1998 but released under a FOIA request in 2006, from the US army, describing the effects microwaves and to a lesser extent ELF have on the human body: overheating, spasms and lack of muscle control, nausea, changes in the state of neurons and everything that entails, and a phenomenon called the microwave hearing. This is a technique that makes it possible to beam words directly into someone's skull: others standing closeby won't hear it. It is called Voice2skull and it has been around for a long time: the first patent for it dates back to 1962 and in a successful experiment from 1973 the words "one through ten" have been transferred into someone's head by use of microwaves. That experiment was published in a magazine called The American Psychologist in 1975. As this doc says: "It may be psychologically devastating to hear voices". V2K is so common that the army used to sell devices for it on its website where it was defined as "a neuro-electromagnetic device which can transmit sound into the skull of persons or animals by way of pulse-modulated microwave radiation". 1997: description of a list of non lethal weapons that can absolutely be lethal, like eg acoustic bullets, and Very Low Frequency. The latter's possible effects are nausea, organ failure, heart attacks and death. From here.

UN document

The UN website has a full list of all DEW patents as tested on Targeted Individuals, with the oldest patent dating back to 1953. The first patent stating that it is possible to remotely alter someone's brainwaves and nervous system without that person knowing it dates back to 1976.

WHO and others

The WHO describes the effects ELF has on people's nervous systems and muscles. Scientific publications list what ELF does to test subjects in terms of behavior, stress hormones, proteines and other physiology. 

The US Congress says Directed Energy is a weapons system which can be used for, amongst other things, mood management and mind control of its population. Chemtrails are listed as a weapons system as well. From here.

Giordano

All of the information I describe is publicly available. Dr. James Giordano, who works for Darpa, the Pentagon's Biowarfare department and the EU Brain Project, describes them openly. 

These are some of the things he promotes and discusses:

-That BMIs, Brain Machine Interfaces, exist and that they are used on warfighters (soldiers).

-That bio neurohacking is a real thing and that human bodies can be hacked.

-That it is possible to intervene in the thoughts, feelings and behavior of another person in real time, so at the same time that something happens.

-That this can be done by the use of nanobots. That these nanobots are so small that they can be spread through the air and then absorbed into the brain through the membrane in the nose. That they can merge there into larger bots and thus cause blood clots. That this is how you can give someone a stroke from a distance. He literally says: “to target and eliminate a specific individual” and says that nanobots can be weaponized.

-That directed energy has an effect on bodies.

-That human brains will form a global network by 2025.

-That gene editing is already possible and is happening in humans, he calls it optimization.

-That according to him humanity is a species in transition and he calls this the transhuman. 

Here are two of his videos. In this lecture at West Point, the US military training institute, he says that nanobots are now so small that they can be spread through the air. They then penetrate the membrane in your nose into your body and spread everywhere through your blood. They can be combined into larger bots that cause blood clots in your brain: in other words, it is possible to give someone a stroke from a distance. As he says: “These can be weaponized.” (at 37.45 m) 

These nanobots also ensure that it is possible to read and write in the brain in “real time”, so at the moment itself. Reading=seeing what you are thinking and writing=saying things to you. (at 17.35 m)

• It is possible to adjust someone's body, behavior and emotions by means of a BCI, a Brain Computer Interface (at 5.45 m and 16.09 m)
• This can be done, for example, by Transcranial Magnetic Stimulation, Directed Energy or by stimulating the Vagus Nerve (at 8.18 m)
• A person's thoughts can be read (at 14.29 m)
• A person with a BCI is compared to a slave (at 33.00 m)
• You can make him do things against his own will and then deprive him of the memory of it by erasing it (at 47.35 m)
